2 places i can think of:
First, Auto Auctions. You might be able to hook up with a local used car dealer, who goes. Just offer him 10% of the price you buy at. If you are not bidding against him, no problem. The secret is to buy from Dealers who take in trade-ins, and stick mostly to one-owner cars.
Second, is the private market. Forget the Auto Market type advertising papers. They are for people who dream that their car is worth a whole lot more than it is, in most cases. For the most part, skip local newspapers. People put adds in them, and figure that since it cost so much to advertise, they need to get more for their car.
If you have the ability to deal with rejection, take a ride around the city. See any cars sitting there day-after-day? Stop in and ask if they had considered selling the car. If you don't ask, you don't get. Just have a price range in mind when you ask the question, and do not exceed it. If the car is still there later, you can always re-inquire.
Good Luck.
