Question:
As per The Consumer Protection Act?
Answers:
When you take delivery (drive the car off the lot), you have purchase the vehicle!!!
A dealer may have a different policy, but there is no right in the consumer protection laws. The cooling off period (72 hours) applies to in home sales. If someone comes to your home to sell you something, then you have the 72 hour right to change your mind. If you go to the sellers place of business, you have no such time frame!!
Other Answers:
When it comes to buying a vehicle, I believe there is no such clause. Once you take delivery of a vehicle, it's yours. Now if you've custom ordered a vehicle from a dealer, you can still back out, but will likely just lose your deposit.

If you live in CA there is no cooling off period. You don't have the right to return a car after the sale. Starting in July you will have the option to pay for a 3 day return.
There is no federal law that allows you to return a vehicle after you signed a contract and took delivery of the vehicle. If you haven't driven off the lot or signed but had to come back to take delivery, you don't have a complete contract and can cancel a purchase.
If you already took delivery, contact the dealer and see if they can take the vehicle back.
