Check your tire pressure first off, then check how much air you have in your suspension. Check your manual on how much air is in your suspension, generally it should be around 10 psi depending on what type of ride you want, I usually run about 16 psi since I ride mainly 2 up... NOTE: Do NOT use an air compressor to fill the air suspension, you WILL blow the seals in your shocks. Harley sells a little hand held pump that works pretty well for around $50.

check swing arm bushings. or maybe wheel bearings.
You may have adjustable shocks which can take some of the sway out of it. You may have it loaded incorrectly for you shocks.
have you replaced the rear tire lately??? if so be sure to check that the rear wheel is in perfectly strait. i replaced my tire last year on my flht, and it was off by a cu*t hair, caused the bike to sway a little.
Thats the price you pay to ride a Harley. Could be the Japanese made shocks.
Harleys are over priced pieces of sh*t you can buy a triumph Rocket III for Half the price and it is twice as powerful and twice as reliable
