1973 CB350F hitting 5500 rpm's and only doing 55, need help?

Question:
this is not normal i know, i dont know the history of this bike nor what has been done. clutch and timing is adjusted. anyone got what to look at next

This is related to sprocket sizes but yours sounds like it has the stock sprockets. you should have 16 / 36 gearing which is fine. If you wanted to raise the ratio it would just make the bike slower all over. Remember, this is a small motor and is just beginning to make its power at these RPM's. The 350 doesn't red line until over 9,000 and that's conservative. I wouldn't change the gearing if I were you otherwise you'll overwork the motor as it's lugging along on the freeway and it won't accelerate as hard either. It's fine, leave it alone, it's good for the life of the motor to keep it revving.

The diaphrams on the carbs vacuum slides might be damaged or the clip on the jet needle could be in the wrong position.
Since the bike is so old, probably the top end is tired. Time for piston/rings/rebore - check the commpression.
Now it gets a little more complicated - the in/ex valves might not be making a good seal. Time for a valve job - do a leakdown test. She may be hitting on less than four cylinders. Pull the plugs and see if any of them are "wet"
